The Council of Litter has always preferred the paper caps, being more versatile weapons. These plastic things, either in strips or in circles have a limited usage. Though they also make a nice little bang, the paper ones can be detonated with the appropriate capguns, coins, rocks, parachutists and bombs and for the hardiger child, the thumbnail. We, of course, do not advocate the usage of either by children without adult supervision or adult superstrength.
